Costs
There are some costs associated with item upgrades. The first is the cost for the upgrade. This price is contingent on the new ilvl of the item and the amount of perks it receives and is often expensive. It is also costly to upgrade an item to a higher level (such as Explorer > Champion or Veteran > Heroic).
The second is the price of the materials needed to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these materials required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an item. Based on the magnitude of the upgrade, it can take anywhere from 8 to 12 hours. The upgraded item's base stats are calculated using the item's new ilvl bonuses, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, and other important stats. In some cases the upgrade will provide additional perks that can be selected from a variety of benefits.
Rarely, the perks obtained will cost more than one perk slot to acquire In these instances, the upgrade will only replace the most expensive perks. Success Rate

This item can be helpful if your weapon or piece is nearing or has reached the maximum level of its level.
